Academic background

I am Professor of Public Law, Public International Law and European Union Law, and Director of the Institute of Public International Law at the University of Bonn. I am also a Supernumerary Fellow of St Anne’s College. Prior to taking up the chair at Bonn in October 2011, I was Professor of Public International Law at the University of Oxford and a Tutorial Fellow of St Anne's College. I practise as a barrister from Twenty Essex chambers in London. In the academic year 2024/25, I am the Fowler Hamilton Visiting Research Fellow. 

Research interests

I am a generalist with wide-ranging interests in international law. During my time at Christ Church I will conduct research for a monograph on the Occupation of Iraq and complete my Hague Academy Lectures on the Forfeiture of Rights in International Law.
